Taipei, 10 August 2026 – Aquila Clean Energy APAC (Aquila Clean Energy), a clean energy platform headquartered in Singapore, today announced it has broken ground and started construction at phase two of its first solar PV-fishery project in Tainan City, Taiwan. Phase two, with a capacity of 14 MWp, complements phase one, which is already under construction. Together, the two phases comprise a 26.3 MWp project expected to generate more than 32 GWh of electricity annually.
Solar panel installation is complete at phase one, with grid connection and energisation expected in the fourth quarter of 2026. Phase two has obtained its first construction permit.
The project is being constructed using a solar PV-fishery model, enabling the continued use of ponds for aquaculture while generating renewable electricity. Once energisation is complete, aquaculture operations beneath the solar installations will resume, allowing electricity generation and fish farming to operate in parallel.
Guests attending the groundbreaking ceremony included key project partners and government representatives, including Huang Chao-Chin, Deputy Minister of Agriculture; Wang Mao-Cheng, Director-General of the Fisheries Agency, Ministry of Agriculture; Wu Chih-Wei, Director-General of the Energy Administration, Ministry of Economic Affairs; and and Chao Ching-Hui, Deputy Mayor of Tainan City. Also in attendance were Tsai A-Yu, Chairperson of the Nan Ying Aquaculture Association (NYAA), local aquaculture farmers, and members of the community.
This project is the first mixed-use solar PV-fishery project in Taiwan initiated by a fisheries association, NYAA. Since the early stages of development, the association has also been instrumental in engaging the local fishing community and has provided support throughout the project’s development, contributing to the successful commencement of phase two construction.

Earlier this year, the company announced financial close for the project with Bank Sinopac. The project forms part of the company’s broader 1.6 GW portfolio of solar PV, onshore wind and battery energy storage system (BESS) projects across Taiwan, Japan, South Korea, Australia and New Zealand.

天鷹資本 Aquila Clean Energy APAC 宣布台灣首座漁電共生專案第二期正式動工
台北,2026 年 8 月 10 日-總部位於新加坡的再生能源公司天鷹資本潔淨能源Aquila Clean Energy APAC(以下簡稱天鷹資本)今日宣布,其位於台灣台南市首座漁電共生專案第二期正式動工。第二期裝置容量為 14 MWp,將與目前已在施工中的第一期相互配合。兩期合計總裝置容量達 26.3 MWp,預計每年可發電超過 3,200 萬度(32 GWh)綠電。
該專案第一期太陽能模組安裝工程已完成,預計於 2026 年第四季完成併網送電。第二期已取得第一張建造許可。
本專案採用漁電共生模式,在發展再生能源的同時,維持魚塭作為水產養殖用途。待完成併網送電後,魚塭下方將恢復養殖作業,實現發電與養殖並行。
出席本次動土典禮的貴賓包括多位重要合作夥伴,以及官方代表,包括農業部次長黃昭欽、農業部漁業署署長王茂城、經濟部能源署署長吳志偉及台南市政府副市長趙卿惠,此外亦有南瀛養殖生產協會理事長蔡阿玉、在地養殖漁民及社區共襄盛舉。
本專案為全台首件由養殖協會發起並主導推動的漁電共生專案。南瀛養殖生產協會自專案開發初期即積極協助與在地養殖社群溝通,並在整個漁電共生專案的推動過程中提供重要支持,促成本次第二期順利動工。
